Service platform

The service platform model is currently a widely discussed topic; the state creates a platform – usually online – through which providers and consumers of public services can meet and engage in transac-tions. The service platform serves as a meeting point, enabling the exchange of services without direct in-volvement of the state in service provision.

Fractional ownership

In the service model fractional ownership, the government divides possession of an infrastructure that generates public value among a number of commonwealths or private parties. In this model, the private parties involved receive certain benefits from their ownership stake, which serve as their primary motiva-tion for participating. This approach is particularly suitable for capital-intensive, large-scale infrastruc-ture projects. The fractional ownership model offers an opportunity to stakeholders who may not otherwise have the financial or physical resources to individually purchase an entire facility. By participating in this shared ownership structure, they can benefit from the returns generated. If the facility creates public value, the government typically organizes the ownership shares and management of the returns derived from such ownership.
