The service platform serves as a meeting point, enabling the exchange of services without direct in-volvement of the state in service provision.

With the NHS Jobs platform, the national healthcare organization offers healthcare staff the opportunity to apply for vacancies published directly by hospitals, clinics, and other healthcare providers. Singapore
Singapore has created the SME Go Digital platform as a support service for SMEs. On this platform, dif-ferent units of the state offer support services, such as a review of the status of digitization through a CTO-as-a-service application. Solutions for companies are also directly available via the homepage; for example, an invoicing application and a link to pre-prepared sector-specific IT solutions can be accessed.

Fractional ownership
In the service model fractional ownership, the government divides possession of an infrastructure that generates public value among a number of commonwealths or private parties. In this model, the private parties involved receive certain benefits from their ownership stake, which serve as their primary motiva-tion for participating. This approach is particularly suitable for capital-intensive, large-scale infrastruc-ture projects. The fractional ownership model offers an opportunity to stakeholders who may not otherwise have the financial or physical resources to individually purchase an entire facility. By participating in this shared ownership structure, they can benefit from the returns generated. If the facility creates public value, the government typically organizes the ownership shares and management of the returns derived from such ownership.
Solar communities in St. Gallen
Switzerland
The city of St. Gallen offers its residents the opportunity to participate in a photovoltaic system on a mu-nicipal building to obtain solar power on a pro-rata basis for 20 years from the start of operation. Three plants (a total of 4268 units with 100 kWh each) have already been sold. Another plant was activated in July, 2023.

Middelgrunden Wind Farm
Denmark
Together with 10,000 residents from Denmark, the City of Copenhagen has financed the Middelgrunden wind power plant, which covers about 3% of the annual electricity demand of Copenhagen. Private in-vestors acquire a direct consumption of 1,000 kWh per year per share that they can use to cover their own needs.

In Bath and Northeast Somerset, a region in the south¬west of England, the government has purchased housing units with solar panels connected. These are offered to the population as shared ownership models in which part of the property is purchased and the other compensated for by rent payments. In addition, the connected solar cells allow inhabitants to save up to 50% on energy costs.
