Developer platform

In simplified terms, the developer platform model can be thought of as a box of Legos. However, the build-ing blocks are generally not physical, but rather involve software modules that can be reused in the same form in various applications. A classic application is the internet payment function, where a module for credit card or other payment application can be integrated. Another example is electronic identification, which is also available as a module. When applied as a service model, the state or a third party provides digital modules on a platform that other communities or private individuals can use in developing their own applications.

In the 1990s, the European Union, together with the University of Lancaster (UK), developed a project designed to make eGovernment platforms accessible to older people and offer services directly. The re-sulting app was formulated to offer government services in a user-friendly way that would be relevant to older people. To this end, individual states could then integrate their corresponding services.

The European Union has launched the DIGITAL program. With a budget of € 7.5 billion, digital technol-ogies are now available to the population, private companies, and government administration. Thus far, integrated options such as eID, eSignature, and eDelivery have been made available as building blocks that can be reused. In addition, the “once only principle” was introduced in 2023, enabling administra-tions to exchange data with one another.

GovStack

Worldwide

GovStack is an initiative of several government and private stakeholders seeking to work together to pre-vent the siloing of eGovernment solutions, thus strengthening collaboration between government enti-ties. To this end, they built a platform on which reusable software parts can be flexibly assembled. In order to facilitate the testing of these building blocks in a secure environment, GovStack offers a sandbox in which assembled solutions can be evaluated.

Crowdsourcing

With the crowdsourcing model, the state uses a variety of people and organizations from outside of the government (referred to as the crowd) to improve processes and services. Participation in crowdsourcing can involve specific activities assigned by the state, as well as the development and evaluation of new ideas. It is a voluntary and, in many cases, unpaid form of engagement.

Bogotá Abierta

Colombia

As a countermeasure to low participation in everyday politics, Bogotá launched the online platform Bo-gotá Abierta. As in various social networks, comments from users on the platform can be liked. The most popular comments are rewarded with themed prizes. For example, when a solution was sought regard-ing how to increase security around soccer matches, the prize was soccer tickets.

Open data offer

Austria

The Austrian Parliament has decided to expand its open data offering. To realize this project, a three-stage crowdsourcing process was launched. Various stakeholders from academia, the media, and private and public sectors were called upon to share their experiences and wishes for the use of open data offer-ings. The process was conducted via a website designed specifically for government crowdsourcing pro-jects.
