e-Residency
Estonia
In the context of Brexit, Estonia has launched a campaign to make British nationals aware of the possibil-ity of registering their companies as e-Residents in Estonia, and thus remain in the EU. Established in 2014, the program has resulted in over 20,000 businesses being set up in Estonia and made over 90,000 people e-residents. They can thus benefit directly from Estonia’s digital services.

Golden passport scheme
Malta
EU member Malta launched a “Citizenship by Investment” program in November 2020, through which one can obtain Maltese citizenship (and thus EU citizenship) through investment. Those who invest €600,000 can benefit after three years of residence (at €750,000 after one year). Malta is thus selling the advantages of its EU membership. The EU does not like this and sent a statement to Malta in 2022 that calls the practice out of line with the EU law.

Revenue sharing
The revenue-sharing model is used when the state provides a service together with a third party. In the majority of cases, this involves government co-financing of upstream services or investments that are intended to be partially refinanced.
Free public WiFi in Kansas City
United States
Kansas City has teamed up with providers Cisco and Sprint to set up stations where people can access a WLAN network free of charge and look up information about the city. To finance this, the city has agreed with the providers that it will share advertising revenue equally with them, at least until the city recovers its original expenses. After that, the city gets 25% of the revenue, with 75% going to the private compa-nies.

The leverage customer data model utilizes the private sector notion that data have value. Unlike private companies, the government does not monetize this value by selling the data; instead, it uses the data to create new services that are valuable to the people and organizations it serves.

However, collecting these data on one’s own can be expensive, which can be a major problem for small businesses. Mexico City has begun to simplify the process of choosing physical locations for young enterprises. For this purpose, social and economic data are used that are collected nationally and then displayed on an interactive map.

Annual and monthly passes for swimming pools
United States
In Albuquerque, admissions to swimming pools can be purchased individually or as an annual or monthly pass. The annual or monthly pass model allows the purchaser to visit the pool as many times as they desire during the purchased period. The price is independent of the volume of service. The pri-mary target audience for this initiative is comprised of individuals who either engage in regular swim-ming activities or would benefit from being encouraged to do so.
