Foregone revenue
The foregone revenue model means that the government promotes a particular service or behavior by fore-going revenue that it could, in principle, collect. Economically, this approach is sometimes referred to as a type of subsidy. However, since this is thought of as a separate iteration of the government’s role as a funder, we have categorized it as a service model in its own right. The waiver of revenue to which the state would otherwise be entitled can be regarded as a “pecuniary” benefit. In terms of financial law, revenue foregone is sometimes treated in the same way as a government expenditure.
HDB Public Rental Scheme
Singapore
The Housing and Development Board (HDB) of Singapore offers a low-cost alternative to nationals who cannot afford rents on the open market. Those who meet the criteria of the Public Rental Scheme (among others, those who meet a monthly income of maximum SGD 1,500) receive an apartment. In so doing, the HDB acts as the landlord and forgoes the income that it could generate on the free market by renting out the apartment.

EV incentives
Norway
In Norway, the state has introduced a variety of tax reductions for the purchase of electric cars, with the goal of electrifying mobility throughout the country and thus reducing CO2 emissions. These include waiving VAT and import or purchase taxes for end users. Other services such as ferries and parking spaces are also cheaper for electric cars.

Voucher
The voucher model allows the beneficiary to receive a specific service that the state finances directly from the provider. The attractiveness of this model is that the voucher can only be used for predetermined bene-fits, but within those benefits is a choice. Vouchers can be issued physically (e.g., for the purchase of food), but they can also have an implicit effect (e.g., through a so-called “subject promotion” in the social sec-tor). This means that money does not flow to the organization providing the service (the “object,” as in a subsidy), but rather to the recipient of the service (the “subject”).
Welfare to Work voucher program
United States
In 1999, Congress appropriated $283 million for rental-based support services in the United States to help families transition from welfare to work. This funded 50,000 new rental assistance vouchers that could be redeemed with only minor restrictions by those receiving assistance. An evaluation showed that the program had a number of positive social effects.

Food vouchers during the Covid-19 pandemic
South Africa
The South African Social Security Agency introduced a voucher system during the Covid-19 pandemic that allowed individuals direct access to food that was paid for by the government. However, these indi-viduals were not allowed to receive other assistance or they would fail out of the system, which was based on the Social Assistance Act. In addition, the vouchers were redeemable only at defined locations to ensure direct access.

Subsidy
The subsidy model is a financial benefit provided by the state to organizations or private individuals that (unlike a performance mandate) is not tied to a direct service. The state financially supports a certain behavior, which can also take the form of an omission.
Agricultural subsidies
Worldwide
In a 2020 study, the OECD found that between 2017 and 2019, about €469 million per year had been spent on agricultural subsidies in 54 states (all OECD and EU states and 12 emerging economies). This averaged a subsidy of around €8,685,185 per state per year paid directly to farmers.
