Das Modell Verursacherfinanzierung erhebt eine Abgabe auf jenen Leistungen des Staates oder auf jenem Verbrauch natürlicher Ressourcen, die durch individuelle Nutzung entstehen. Diese beiden Aspekte zeigen sich in den englischen Begriffen «User Pays» und «Polluter Pays», die beide in der Literatur zu finden sind.

Im Gegensatz zu vielen anderen Ländern, die die Kosten der Abfallentsorgung mit einer Abgabe pro Haus oder pro Haushalt finanzieren, setzt die Schweiz auf eine nutzenbezogene Finanzierung. Die Einwohnenden kaufen für ihren Abfall spezielle Säcke, die eine Entsorgungsgebühr im Preis einkalkulieren. Je mehr Abfall, desto mehr Gebühren werden somit entrichtet. Dies hat dazu geführt, dass die gesamte Abfallmenge deutlich reduziert und der Recycling-Anteil erhöht werden konnte.

The polluter pays principle has recently been adapted by the OECD, European Environment Agency, and other international organizations as the Polluter Pays Concept. The idea here is that the users of a natural resource finance the costs incurred by the general public as a result of its use. The inclusion of these costs makes the resource more expensive and thus creates a market mechanism that reduces the consumption of the resource.
